winmodems

The short answer is yes. The way these winmodems work is that they simulate
part of the usual hardware operation of a modem in software. This needs a
driver to do carry out this process. To write a linux driver to do the same
thing it's necessary to know more information than the manufacturers of these
devices are prepared to release at the moment.
However I read somewhere that you can pay £70 for a modem if you get a regular
modem or £1000 quid for a modem that costs £30 if you get a winmodem. The
meaning of this paradox, grasshopper, is that the winmodem is using all the
resources of your computer just trying to be a modem when modems are pretty
cheap anyway.
The best advice is to buy an external serial modem (not USB for the moment),
As this will work with linux fine and need zero configuration. You will
probably be able to get an ISA internal modem for less and this should work fine
with linux but it will need a bit more configuration.
