Unfortunately, it can. Remember VFAT support is a load on demand module and
must obey the rules as such. If you were to dissect VFAT you'll find that
the structure (in C/C++ programming sense not the oppanisational sense) does
not contain the require data members/types to handle Linux type
file/directory permissions. NTFS does to a point but not in the same manner.
One point to consider is that Win 9x is built on top of DOS regardless of
what Microslop says and WinNT NTFS is at its heart just another UNIX clone -
SCO UNIX was once Microshaft Xenix, on which I cut my teeth
