I use leafnode for this. It's very easy to use and non-maintenance. INN is a
more industrial strength solution.
fetchnews is part of leafnode. I run it in ip-up.local. As the name
suggests, it fetches the new news from the servers and stores in locally
/var/spool/news.
leafnode itself is a news server. It serves up the stuff in /var/spool/news
to your local client (point it at localhost). It accepts stuff you post and your
postings get uploaded to the server when you next run fetchnews (as the name
doesn't suggest).
