OK, assuming you've got a working MTA:

Place the line

poll <server> protocol <proto> user <username> pass <password> is
<localusername> here

in your $HOME/.fechmailrc file (all on one line).  Then add the line

su -c <localusername> "fetchmail --daemon 300"

in ip-up, and

su -c <localusername> "fetchmail --quit"

in ip-down.

Simple.

I'll have a page up about this and procmail soon.
