Apart from the words of wisdom Mark had about the permissions,
the way to have a sandbox for proftpd is quite simple (this is for
1.2.0, I don't know whether it has changed a lot of late). Go to
/etc/proftpd.conf, and add the following line
DefaultRoot ~/public_html
Restart process and off you go :)
