This looks totally unworkable. In the era of free ISPs what's to stop
"chummy" opening a new acct every day & doing dark deeds with a new
identity when he feels like it?
Add in IP tracing and all you can say is that a perp used a particular ISP.
This is like saying the tyre & paint marks at the scene of a ram-raid
indicate a Ford car was used so all Ford drivers are suspect. A laptop user
can also use multiple phone no.s to add more variables into the equation.
The warehousing of a user's browsing would also present some storage
problems.
Like the RIP bill, this looks like another badly-conceived attempt by
non-techies to brook a perceived problem.
