Haven't tried this myself but I've heard good reports about Peter Gradwell
(www.gradwell.com). Have a look his site for the details.

IIRC it's something like a tenner for .org.uk domain (one off plus a renewable
fee of another 10 each year). He does frames-based-forwarding so that means that
if people type in www.yourdomain to their browser it will redirect to wherever
your web pages are, say at freeserve or wherever. This means that you are not
tied to a specific ISP.

Caveat: I'm not sure how well search engines cope with frames based forwarding.

If you are after an ultra cheapo solution, this is it.
