With SuSE, chown-ing /etc/pap- & chap-secrets to dialout group did the
trick for me. If using another distro chown to the group users are added
to to allow dialup internet access.

In MC, simply navigate using the cursors & <ENTER> to the required dir -
eg. /etc/ppp, highlight the file you want to change, press CTRL- x then o,
hten use the cursor to highlight the user and/or group to set ownership
for. Use <TAB> to move across columns.
