That depends on the deal negotiated. They do pay for trans-Pacific
bandwidth. But then, Japanese ISPs are by and large so bad that they
can still make a profit. The US ISPs operating here also make quite a
bit on .com domain names, since the Japanese government in its
infinite wisdom decided that a company can have exactly one .co.jp
domain name. Thus it's "sony.co.jp" but "playstation.com"!
I wonder if the anti-domain-name-arbitrage crowd realizes just how
much this single policy is going to enhance the appearance of
technological and economic dominance of America (at least in American
consumers' eyes, and probably world-wide)?

The historical reason for the difference in deals, of course, is that
Europe couldn't get its act together and put together a euro-MAE.
Rather than accept a MAE in another European country, everybody
preferred to thicken their pipes to MAE East in Virginia. But that
beat the Asian situation, where Japan couldn't really put together a
non-academic Internet until the US ISPs invaded. Invaders always
front the cost of transport (but then they usually expect to, and do,
profit from the ensuing colonialism).
Being the biggest free-trade area in the world has its privileges.
Not fair, but what is?
