It also doesn't help when HMG doesn't actually know how their
existing
systems work. Inland Revenue & Benefits Agency are a classic case of an
undocumented project, the resultant mess with electronic tax returns being
but one sad example. In the case of Pathway, ICL's bid was successful
simply by being the cheapest by a long way, despite the technical
superiority of other systess, with more realistic design/test phases and
built-in contract cost loading to anticipate problems.
