Most Linux distros have the standard GPL programs and libraries for compiling
C
and C++ programs.
Emacs (or Vi for the maniacs who use it :-) are probably the most popular
editors, and gcc and cc are used for compiling programs.

Distros are built around the kernel, the kernel is always available for
download from kernel.org (and other places)...break out that ftp client!
Downloads for a full 2.4 kernel are around the 15-18Mb mark - not too long on
the phone :-)

Pretty easy, once you know what you are doing. If you haven't done a kernel
recompile before, messing about with it for the first time can be interesting.
Download the 2.4 kernel, untar it, read the Changes document, and do what is
says (unlike me - who ignored it for the first week!).
Build the new kernel and reboot.
If you don't know how to recompile, read the Kernel-HOWTO at linuxdoc.org,
and/or post here.
I'm not going to rattle on about the pros and cons of upgrading...I don't
everything!!
