XEmacs just happens to have a patch to smtpmail.el which does both.
Should be available from an XEmacs mirror near you by Monday.  Not
available in FSFmacs uet, but soon, I suppose.

Don't use it with anything but ASCII and ISO-8559-1; you'll lose data.
(You can use it with modern MIME-capable MUAs like Gnus and VM, of
course, but the smtpmail back end currently does zero sanity checking,
and it will simply convert all extended characters to tildes and send
it off.)
