Timezone is set up OK, problem is rdate has no concept of timezones.
Wish I had persevered with ntp documentation, I would have saved myself
an hour or two. I ended up hacking rdate sourcecode - given it a new
option which uses minutes & seconds from external timeserver and takes
the hours & date from the local clock. Not much use if you're more than
30mins out either way but it sorts out slight drift.
