It's purely a distro issue. RedHat has always had map files in /boot.

map=/boot/map in lilo.conf
It's not crucial anyway, the map is only used to decode kernel oopses, and
TBH I can't remember the last time I had an oops.

RedHat has it in the cunningly named package mkinitrd. :)
