Of course not. That's why I specified "distro developers." Although
I agree with Matt that rolling a Debian package is normally dead easy,
it does take a bit to learn how. The distro developers already know
how, so they get the benefits for free!
I think that people tend to overestimate how much effort is involved
in learning how to do that kind of thing, and underestimate how much
time they waste due to dependency problems.
