Many ISPs are like this. The big difficulty is in getting past 1st line
support - if you have an out-of-the-ordinary problem that you can't
convince a clueless F*ckwit is a problem, then you can mess around for
days trying to get to speak to someone who knows. It once took me 3 days
to convince UUNET that they needed to clear a bad entry from one of their
DNS secondaries - in the meantime a customer's website was totally
inacessible.

Although as he points out, it was a trivial bug that they would have fixed
in a few minutes anyway.
