There was a recent(ish) article linked from Slashdot, which actually
covers this very topic - how the Linux kernel has expanded over the
years, and just what all the code is doing.

I think we can all safely say the VM has been in a bit in a state, and
has changed once again with this release.
I'm gonna have to look at the stuff about XFree 4.1.x DRM as well...
Nevertheless, unless you're seriously stressing 2.4.x to the point of
being out of memory, it seems to be OK.
I was a little worried when my web host moved from 2.2.19 to 2.4.6,
but everything seems to be pretty smooth.
My gateway machine is running 2.4.x...
[root@harmonics /root]# uptime
11:09pm up 105 days, 6:37, 1 user, load average: 1.07, 1.02, 1.00
as is my own workstation...
