Don't know about the minimum, but I'm runing an AMD K6 500MHz chip with 256 MB ram the DVD drive is 16 speed, I think you can get away with an even lower spec if you get a DVD decoder or X accerlated graphics card that works in Linux.
I have a Creative Labs Savage 4 3D card, it works great in windoze with all the Open GL and DVD decoding, but in Linux its just a lowly standard Graphics card :(
I can recommend getting a good sound card with the sorround sound if you are serious about DVDs though, makes a big difference if you're into home cinima, that and a big monitor :)
