Get a distribution that can use PCMCIA from boot. Debian boot-floppies do 
this OK.

Install NFS. It's quite simple. Stick your CDROM in the drive and mount it.
Add something like this to /etc/exports:

/cdrom            (ro,insecure,nohide,all_squash)

You will need to restart the NFS daemon (stat.d) for this to take effect.

Debian, and I assume others, lets you specify an NFS path to install from. 
The path should look something like 192.168.1.1:/cdrom (host:path).

Sorry, I haven't installed Windows in several years so I don't know if this 
is possible.
