I thought arts was the KDE multiplex sound daemon, like esound for gnome?
Why does it need jpeg support?

I spent a happy long weekend using fvwm2 while compiling KDE3, I would
advise you to back up QT 2.x and KDE 2.2 first. I am now back with KDE
2.2.2 after finding KDE 3 didn't really offer anything new and was less
stable than 2.2, plus Koffice wouldn't build against the QT 3 snapshot I
had.
