Well ... I found the problem, and devpts now works. For some reason the 
device /dev/ptmx  was missing. This is the pts multiplexer and is 
responsible for creating the device nodes in /dev/pts. If it doesn't exist, 
a program cannot obtain a PTY, and thus either breaks, like screen which 
relies on PTYs existing, or falls back to using conventional TTYs, like 
every other program I have (that is, telnet, login, xterm, ssh et al).

No idea why it was missing though ... and I doubt I'll find the cause. 
Hmm...something else to dig into.
