Yes, but that last bit's Microsoft's fault: claiming their clients send
ISO-8859-1 when they've added abominations like "smart" quotes and
non-breaking spaces/hyphens using character codes between 128 and 159
inclusive, which are defined neither in ASCII nor in ISO-8859-1.
