Install sudo and use that is one possibility. Another one is to chmod 4710 /
sbin/reboot, /sbin/shutdown and /sbin/halt, and chgrp all three two a
seperate group, say, shutdown, and than add the users allowed to shutdown/
reboot to this group.
Both /should/ in theory work :)

I use exmh ... but it may take some getting used to, especially if you've
never touched mail handler (mh or nmh [exmh is a tcl/tk front end to mh])
before. I'm /still/ picking things up with it and I've used it for four
years now! Very good at handling huge folders though (I've got one folder
with inexcess of 4000 emails in it [19MB in size]).
