I configured the FTP server to set permissions to 660, files are uploaded as user+group FTPUSER. I'm a member of the group FTPUSER, so can delete, read and move the files straight out of the FTPUSER's junk directory. This may require an extra account for every user - which could be an administrative nightmare. This is the best compromise.... I want to get FTP set up over SSL - not found any HOW-TO's on that yet (but haven't looked hard).
