Just to prove myself wrong in a matter of seconds, a quick
google(qw(ieee1396 linux redhat)); returns:

I would echo what he says about vendor kernels - they are often more
patched than your grandmother's quilt.

You could try grabbing a kernel out of Rawhide (the RH beta ground), and
see if that makes a difference.
