I'm using minicom to test the modem. Here is the minicom rc file

# Machine-generated file - use "minicom -s" to change parameters.
pr port             /dev/ttyS15
pu baudrate         19200
pu bits             8
pu parity           N
pr stopbits         1
pu rtscts           No
pu xonxoff          Yes

This uses ppp to negotiate but I don't know how to change the ppp
settings in Redhat 8.0 I haven't installed any of the KDE packages.
