If your environment includes an NT login domain, this can be done by
creating an appropriate policy file on the domain controller.

If you're willing to trust the users to implement the change, give
them
a copy of the following file (or a pointer to it on a network file
server):

Name the file with a .reg extension and have them double-click on its
icon to install it.
