That's right.  They don't.

It depends who you talk to on the day.  What do I mean by that ? What 
I mean is that it depends who you talk to.  If by sheer chance you 
just happen talk to someone who wants to help you to use 128K with 
your ISP then it's entirely possible.  You might also talk to someone 
who is a 64K person.  They won't know why.  They'll just tell you 64K 
stuff.  This is my own personal experience.

So, BT marketing and practice is based on the idea that you .... flip 
a coin and you see what happens ... by chance.  And, when it comes to 
broadband chances are you'll wait two months without a line whilst BT 
try to find out what's happening.  I did and Home Highway was 
re-installed by pure chance as well.

Fate favours those who can't help themselves.  A watched pot will 
never boil.  Old Chinese proverbs are much in fashion and the fortune 
cookie is the research paper which runs the Government of the day.
