Just thought,

One other way to do this is to rename /opt/kde3/share/sounds/KDE_Beep_Beep.wav 
to something else and symlink from your chosen .wav file back to 
/opt/kde3/share/sounds/KDE_Beep_Beep.wav. It's a bit rudimentary but it works 
fine.
