Sorry, bum advice, I thought you said SQL server instead of Access :/

There is a Gnome project which has achieved .mdb access:

(I can't access it at the moment, but saw it previously and it looked
okay)

Not sure how you're going to do the PHP thing with it though - maybe
PHP has a gnome-db access module? I'm sure a bit of searching will turn
up anything that exists (not that it would definitely exist tho' :/ )
