Yikes. Almost like a MS Tax on schools owning PC's. It sounds like a very 
inflexible purchasing deal, or MS don't trust the schools when they say they 
are running something else because they might just be tempted to install MS 
software on PC's that they have not paid for...

It's not very good is it?
