Yep. It's "minutes", "hours", "day of month", "month", "day of week", "user",
"command". So what you've got there will run fetchmail -d0 as root on the
59th minute of every hour, every day.

Alternatively crontab -e and modify root's crontab rather than the system-
wide crontab. The syntax is identical except the username is omitted as all
commands in user crontabs run as the user of that crontab :)
