Personally, I'd keep the system-wide crontab for pure maintenance cron
jobs. Things like fetchmail I'd put in the per-user crontabs :) In fact
you'll find a lot of UNIX boxes (and also Dillon-cron) doesn't have a 
system-wide cron, per-user tabs being used for everything. 

However this is just me :) Using the per-user tabs though would mean you
wouldn't have to su or sudo each time you wanted to modify your cron
entries.
