I have a Kodak digital with 10x optical zoom but to get this I have to pay for 
the higher end of the range camera. I imagine that because optical zoom 
requires proper camera technology it is all about cost. It is probably 
cheaper to make a lense system that provides 3x zoom that one that will do a 
good job of 10x zoom without image distortion around the edge of the picture.

Or as most digital cameras are quite small, maybe the manufacturers would 
rather give the camera a small form factor than give them a bulky zoom lense.
