Er ... just a quicky (and shoot me down if I'm missing something) ... but
passwords on FreeBSD are stored differently to Linux are they not? A quick
search reveals that, like OpenBSD, it has a hashed version of the password
file /etc/spwd.db which, unless there is a PAM module for it, Linux won't
understand.
Thus I don't know if you can use BSD user management tools on Linux without
installing lots of bits. Is there any particular reason why you can't use
useradd?

If it's for this, then useradd can create home directories based on a
skeleton if you specify the "-m" flag ... the skeleton is usually
/etc/skel but you can change this with the "-k" switch. useradd just copies
this directory to the new users home (i.e., the equivalent of just doing:
cp -pr /etc/skel $HOME ).
