Looking further into this I find that there was a discussion about
this on more than one Debian list the other day.  The problems that
you report were reproduced on two of my laptops and several other
people have reported problems with Irda not working.  The Irda list
also had some chat about similar problems.

So far only the Debian and SuSE distros have been found to have this
problem.  Might be that no one has so far found out that Irda is
broken on the others.
