[Sheflug] Debian/Libretto Keyboard

Got a problem with my Libretto laptop which is using Debian 3.0
stable.  The hard drive used to be in a laptop with a U.S keyboard.
Changed it over to my Libretto with a U.K keyboard.  After doing...

dpkg-reconfigure console-data
and select the below
select from arch list
qwerty
Us american
standard

Selected standard.  Also did...

dpkg-reconfigure locales

before I did the other one.      Problem now is that the cursor
keys < >^  don't work and so can't choose from or navigate menus to
configure things or even install software.  If I press a cursor key I
get a number on the console instead.  If I press Fn I find that the
numerical value that is generated by the four cursor keys is changed
when I hold down the Fn key.

Anyone know how to sort out the keyboard ?
