I didn't say it wouldn't be slower. It is bound to be slower based on the fact
that windows has numerous window effects. But if a 500MHz machine could run
like a 2.5GHz everyone would be doing it. For example, Neverwinter Nights
runs native on Linux as it does in windows. In windows it's recommended that
you have an 800MHz machine. Does that mean I can run it in linux with a
200MHz machine? Even if I launch X without any window manager and run NWN I
still don't think I could get it running on a 200MHz system.

That's what I was arguing. To get a reliable benchmark test you would have to
get KDE and Windows to do the same task and test the performance. Another
example is the PPC. The Power Mac G4s (havn't used G5s) at 1GHz run a lot
faster than a 1GHz x86. But that's based entirely on the processor and
hardward it runs on. MacOS has a lot more effects than windows and still runs
programs faster.
