This probably doesn't help much but was mailed to me by a friend who 
read your mail in the archive...

Data for programs needs to be lossless unlike images or sound where we 
can live with the loss for most cases. Best compression is currently 
Arithmetic encoding but this does have some patent issues. Available at 
http://www.cs.mu.oz.au/~alistair/arith_coder/

In tests bzip9 with its 900 block size works well but so does bzip2 
which is now used to replace bzip6

WinAce uses Marcel Lemke's algorithm, but for max compression you 
could try 7-Zip which is not a zip but .7Z archiver.
