silly me :)
rpm -qf gives rpm particular file belongs to.
Strange thing is that on other system where I run 
rpm -qf /usr/bin/rpmbuild
I got: 
rpm-4.1.1-71
Which means that default rpm package is one to blame for missing rpmbuild 
script.
