Hmm... You may want to look into setting up a private IRC server
(apt-get install dancer-ircd dancer-services dancer-ircd-doc; then read
/usr/share/doc/dancer-ircd/README.Debian)

and then set up a web<->IRC app (http://www.jpilot.com/products/jirc/)

You'll get a lot more control that way, as you can ban by hostmask. You
can also make sure that only registred people are able to chat in a
channel.
