Good point!  I'd not thought of that.  I think I'll leave at saying "file
exists and can be edited" (and hopefully root will have set permissions on
this file to not executable) or "file exists and can't be edited please
contact admin" or "file does not exist please contact admin".

That's saved a lot of pain with the directory stuff.
