I shall attempt to clarify my muddled thoughts here.
After reading http://creativecommons.org/licenses/publicdomain/
I can use code that is in the public domain and then can redistribute and
modify
that code in any way I wish without having to make the resultant program public
domain, . I can release that modified program and modified code under the GPL
if i wish. In which case that new code and program will always be GPL and
available to modified and redistributed.
If the code starts GPL it cannot be taken and evolve into the public domain, nor
can it then be modified into non free software.
Wikis are great fun though and foster a whole ecology of roles around them

I would suggest though that not explictly licensing the wiki may discourage
people from participating.
