Noise is probably down to fans. You can get new quieter fans from ebuyer for a couple of £, if your PSU fan is noisy get a new case for as little as £10 including quieter psu! If I didn't have a space issue I'd probably go for a CRT not tft as they are more flexible (better handling of different resolutions (if that floats your boat) and keep my office warmer in the winter.
