Surely Andy by definition the only person in a position to hand out your 
unique skills is you?

I never stop developing my own skills & it is this continuing process that 
maintains my earning potential & rightly so. I also have a role as a 
chartered engineer to disseminate information and transfer skills to others 
for the benefit of the community as a whole.

I do agree that there are some issues of displacement by projects such as 
this and any publicly funded projects need to be particularly careful to work 
with and provide opportunities for local businesses. On the other hand it 
wouldn't hurt if some businesses were a bit more local community minded 
themselves!
