Thanks for this but I was after a solution that would switch automatically
so that if I'm first out of the office the downloads that start after 18.00
(when the office is less likely to be used) are at a higher rate with no
user intervention.  Any downloads that start within 7am to 6pm should be at
a lower rate than those that start outside that time.
Sounds like its probably a job for a perl script.  I don't think my bash is
up to it!
