Gimp does this very well.  You might have to use your head a bit at 
first but after that it's fairly easy.  Don't forget OpenOffice will 
export as GIFF, JPEG or PNG or some others.  Might be worth 
considering.

You can also use Sodipodi and export as winduhs bitmap but that might 
not suit your own purposes.
