Hi Alec,
There's a program called QTParted which should do what you want, it's
probably not included with Kubuntu but you can find it using kynaptic.

As for your second questions, you'll no doubt get a range of opinions.
For what it's worth I use reiserFS, reiserFS and ext3 are probably the
most used..
