indeed cynic you are ;-) Its not all crap. 700 Mhz Pentium 3 computers for the most part and 128 MB Ram in nearly all.
If you just want to surf and type letters, it seems dandy to me.
Prices around £20, preinstalled with a working operating system and a monitor, installation media, documentation and community support.
