Well, I use google/groups to look at what's going on in the usenet world.
There is GNUs available under emacs for the determined. You do need to
set your NEWSSERVER environment variable to the url of your ISP's
newsreader and then you should be able to look at the groups available
from your ISP's newsserver. Obviously there may be other urls you wish
to use.
I'm not sure what you mean by 'download and assemble files to be of
use'. I don't know how emacs handles binary files on newsgroups.
About 2,670,000 hits on the search string linux + newsreader via google.
If you look at the results of the google groups search then you can
see discussions on precisely this topic in news.software.readers and
alt.os.linux. Try one with a manual available.
